Deen Dayal Jan Awas Yojana (DDJAY) is an affordable plotted housing policy launched by the Haryana Government in 2016.

Its aim is to:

Encourage private developers and land owners to create small, affordable plots in medium- and low-potential towns/cities, like parts of Gurugram, Faridabad, Sonipat, Rohtak, etc.

Promote low-rise, low-density colonies (max ~240 plots per 10 acres).

Give middle-income families a chance to own land and build their own homes.

Typical plot sizes under DDJAY

Minimum plot size 60 sq. yards (~50 sq. m)

Maximum plot size: 150 sq. yards officially, but authorities allow up to ~180 sq. yards in some projects

Layout plans must follow strict density norms (13.5–18 dwelling units per acre, depending on road width and other criteria)

What can you build on a DDJAY plot?

Low-rise residential buildings only, you can’t build high-rise towers or group housing.

You can construct:

  • Stilt parking + 4 residential floors (S+4)
  • Each floor can be an independent dwelling unit (DU)
  • Basements (subject to rules)
  • Rear/side setbacks must be followed as per approved building plan

For a 120–180 sq yd plot:

Usually up to 4 floors are allowed, if:

The colony layout plan allows 18 persons per plot (meaning 4 units/plot) Or, if layout is only 13.5 persons (3 units), S+4 is possible only if:

  • Plot abuts a road at least 10 m wide, andYou either get NOCs from adjoining plot owners, or leave extra side setbacks
  • Each floor can be sold or registered separately as an independent unit (subject to local authority approval).

  • High-rise group housing (G+5, G+20 etc.)
  • Commercial construction (shops, offices, malls)
  • Combining multiple plots to build bigger complexes
  • Exceeding approved FAR (Floor Area Ratio) and setbacks

The scheme ensures:

  • Affordable ownership of land (not just flats)
  • Balanced urban growth: low-rise, community-focused colonies instead of dense high-rise apartments
  • Better infrastructure with mandatory parks, roads, water/electricity provisions

In summary:

DDJAY plots let you build low-rise homes (typically S+4), each floor can be an independent flat, but no high-rise, no commercial towers, and no clubbing of plots for dense development. It’s a middle-class, owner-driven plotted housing policy not group housing.

How developers have used DDJAY

While DDJAY is officially a plotted housing policy, many reputed developers have used it to:

  • Develop approved plotted colonies.
  • Construct low‑rise S+4 builder floors on those plots.
  • Sell each independent floor as a separate unit popular among end‑users and investors.
